Fabyan Parkway at Settlers Hill and Kingsland Drive

PROJECT BACKGROUND
Fabyan Parkway is an east-west, four-lane strategic regional arterial roadway with annual daily traffic (ADT) of roughly 24,000 vehicles. The Settlers Hill intersection is on the north side of Fabyan Parkway and served the Settlers Hill Landfill, which operated from 1982-2006. This landfill was owned by Kane County and operated by Waste Management. While the landfill was in operation, a temporary signal was placed at that intersection to facilitate the truck traffic entering and leaving the landfill site. Since the landfill has ceased operations, truck traffic has greatly diminished from that intersection and the intersection was analyzed to see if the signal was still warranted. The signal was found to be not warranted for current traffic use and was removed in 2024.
Kane County Forest Preserve District currently operates the Settlers Hill Golf Course at that location. The Forest Preserve District has considered relocation of the Settlers Hill entrance to line up with Kingsland Drive and has discussed this with the Kane County Division of Transportation (KDOT). KDOT has investigated portential safety and operational improvements at both intersections and is evaluating alternatives.
OVERVIEW
The Kane County Division of Transportation (KDOT) has retained professional engineering services from Peralte-Clark to complete pre-Phase I, Phase I, and Phase II Design for Fabyan Parkway at the intersections of Settlers Hill and Kingsland Drive. The primary objective of this improvement is to identify and analyze operational, capacity, and safety concerns of each intersection and develop a preferred alternative to address any feasible needs.
PROJECT INFORMATION
FEASIBILITY STUDY
In 2021-2022, Peralte-Clark studied the intersection traffic, geometry, crash history, and surrounding land usage to develop alternatives for further study and development. KDOT has approved the Feasibility Study.
PHASE I STUDY/DESIGN
The preferred alternative from the feasibility study
recommended removal of the existing temporary traffic signal at the entrance to Settler’s Hill as well as geometric
improvements at both intersections. The geometric improvements of the preferred alternative included providing
a painted median with left turn lanes along Fabyan Parkway at both the entrance to Settler’s Hill and at Kingsland
Drive, increasing the length of the right turn lane from Fabyan Parkway to Kingsland Drive, adding a left turn lane
from Kingsland Drive to Fabyan Parkway, and improving the corner radii at both Settler’s Hill and Kingsland Drive
to accommodate the turning movements of the appropriate design vehicles. Both Settler’s Hill and Kingsland Drive
will be stop controlled on the minor approach. A full reconstruction of Fabyan Parkway is not anticipated due to the
good condition of the existing pavement. Based on anticipated environmental concerns to the south, the feasibility
study recommended a 6-foot shift of the existing roadway alignment to the north.
KDOT is currently investigating environmental impacts as well as evaluating drainage impacts, existing utilities, traffic management during construction, and impacts to adjacent properties of this improvement.
PHASE II DESIGN
Phase II Design is underway as Phase I Studies are being completed. Construction of this section is anticipated in 2026 or 2027.
ADJACENT PROJECTS
In 2020, KDOT completed construction of intersection improvements at Kirk Road and Fabyan Parkway, just east of this project.
KDOT is currently in Phase I Study/Design for a project west of this project along Fabyan Parkway from IL-31 to IL-25. More information can be found at the link below.
