Plank Road Highway Safety Improvement Program (HSIP) Projects

PROJECT BACKGROUND

​Plank Road is a rural, 2-lane, east-west county highway of approximately 16.5 miles that traverses from IL 23 (Main Street in the Village of Sycamore) in DeKalb County to United States Highway 20 (US 20) in the City of Elgin in Kane County. Within Kane County, the western terminus is County Line Road and the eastern terminus is US 20 in Elgin, for a section of approximately 11.6 miles in Kane County. Plank Road is functionally classified as a minor arterial and is mainly rural in nature in Kane County, with the exception of an urban area in the Village of Burlington.

Within Kane County, Plank Road has one through lane in each direction and a narrow one-foot paved shoulder on both sides. The surrounding land use along the corridor is primarily agricultural, forest preserve, and residential. The speed limit on Plank Road is 55 mph; many vehicles travel at speeds that exceed this limit. There have been several collisions on Plank Road over the past few years and the county is looking to improve safety and reduce the potential for future crashes.

OVERVIEW

The Kane County Division of Transportation (KDOT) has applied for and secured federal funding from the Highway Safety Improvement Program (HSIP) for three improvement projects along the Plank Road corridor in Kane County. This program is locally coordinated and administered through the Illinois Department of Transportation (IDOT). The selection of funding recipients in this program is generally focused on projects with proposed improvements achieving a good return on investment or Benefit/Cost ratio. 

KDOT's goal is to have a uniform corridor for the 11.6-mile section of Plank Road within Kane County. Toward that goal, there are three projects currently in planning and design (for upcoming construction) along this route that are described below. These project include the addition of wider paved shoulders, wider edge lines, centerline rumble strips, and edge line rumble strips, and associated ditch/drainage improvements.  The improvements will make the proposed corridor safer for the motoring public.

​PROJECT INFORMATION

SEGMENT 1 - PLANK ROAD FROM ENGEL ROAD TO WAUGHON ROAD

​​In 2019, KDOT was awarded funding through the HSIP Program for improvements on the first segment of Plank Road, a 1.02-mile section located in the Village or Burlington and in Burlington Township. IDOT has approved the Project Development Report and plans are being developed for the improvement. Construction is anticipated in 2024.


SEGMENT 2 - PLANK ROAD FROM ROMKE ROAD TO BRIER HILL ROAD

​​​​In 2021, KDOT was awarded funding through the HSIP Program for improvements on the second segment of Plank Road, a 1.54-mile section located in Plato Township and in Burlington Township. The Project Development Report and preliminary plans are being developed for the improvement. Construction is anticipated in 2025 or 2026.


SEGMENT 3 - PLANK ROAD FROM COUNTY LINE ROAD TO ENGEL ROAD​​​

​​In 2022, KDOT was awarded funding through the HSIP Program for improvements on the third segment of Plank Road, a 1.24-mile section located in the Village of Burlington and in Burlington Township. Construction of this section is anticipated in 2026 or 2027.
